A distribution network operator's core processes do not stop at the IT system boundaries; they need a wide variety of interacting IT systems(when dealing with network faults, for example). The latest standards such as the CIM data model (IEC 61970) and de facto industrial standards such as OPC (OLE for Process Control), MS-Office, and WinCC for operator communication and visualization pave the way for efficient office communication and to the world of industrial automation ( e.g. programmable logic controllers for gas and water networks) . This open form of communication allows Spectrum PowerCC DM to differentiate in the optimization of a network operator's core processes - right across the whole IT scene .
Spectrum PowerCC DM incorporates an innovative and powerful input and updating system for network and system configuration data - the Information Model Manager (IMM). Online functions such as graphical topology input, automatic display construction and automated data import with intelligent verification of data substantially reduce the effort involved in entering and updating data. That is particularly advantageous in distribution networks where data volumes are often considerable.
Spectrum PowerCC DM enjoys easy system migration, expandability and upgradability thanks to its flexible and modular design. Customized applications are also easy to incorporate through an Application Program Interface (API).
Spectrum PowerCC DM is the right platform for small to medium utilities serving their customers with electricity, gas, water, remote heating and other municipal services.
Operation is designed for manned and unmanned control centers. In case of unmanned operation, all alarms will be forwarded to the standby staff. Standby personnel may have immediate control center access via remote consoles and web based laptops for taking the necessary actions. The new curve tool allows the representation of trends which can be integrated in an independent or stationary window.
Large networks may be displayed on multiple screen consoles as worldmaps. Panning, zooming, decluttering and fast navigation within worldmap diagrams, lists as well as tabulars, focus the operator view on the hot spot of the current event.
Analog values - realtime, historical or forecasted -, can be presented as contigous trend curves. A trend curve shows historical information up until the present moment in time, and is continously updated by realtime values as they are scanned. A trend curve can either be selected from a substation diagram as a freely selectable value or can be integrated into the diagram for a predefined value.
The field crews, responsible for repair and maintenance, are supported by a suite of applications, such as switching procedure management, outage management and crew management. A workforce management application, designed for large utilities, can be attached to Spectrum PowerCC DM as an option. The right hande figure shows, how a Geographical Information System (GIS) detailed diagram can be referenced from an object within the schematic diagram. Using this procedure, the field crew can retrieve detailed information about the current work location.
Network faults, once detected by protection devices or customer trouble calls, are located by a sophisticated fault detection package. It takes all available kinds of failure messaging into account, including active bi-sectional trial switch actions.The fault isolation and service restoration application will minimize customer outages, thus increasing customer satisfaction. Spectrum PowerCC DM includes not only functionality for electricity management, but offers further DSM applications such as leakage detection of the water tube network and gas storage management.
Contracts for primary energy delivery will be exploited to the maximum benefit of the utility. Demand side management, for both gas and electricity, will avoid load consumption peaks, and also control the generation units to avoid energy purchase violations.
The unique and homogenious Spectrum PowerCC DM system architecture is able to size from small low end systems to high end systems, with a distributed architecture fulfilling all requirements of availability, performance and functionality.
All system configuration effort is carried out by the Information Model Manager IMM . The IMM tool drastically reduces the engineering effort using object oriented data manipulation. The same IMM tool is used as data entry and maintenance tool, and to import alphanumeric and graphical data from legacy systems.
Switchyard and other substation information is collected via Remote Terminal Units RTU. RTU's are connected to the Communication Front End CFE. The transmission protocols are IEC 60870-5-101 and 104, CDC Type 2, Sinaut 8FW, TG 809 and others. Additionally, Spectrum PowerCC DM offers an OPC client to interoperate with field devices and PLCs, whose data are available from an OPC server interface. OPC client-server configurations are a low cost solution for connecting gas and water equipment and sites. Realtime data that are available at an external control center, will be exchanged via an ICCP (IEC 60870-6, TASE.2) link. This link allows remote control of a device, locally connected to the external control center. In addition to ICCP, ELCOM 90 is available as a control center exchange format.
The Spectrum PowerCC DM time service provides synchonized system time within all servers and workstations, connected to the LAN. Time resolution is as accurate as 100 ms . Additionally, the time system allows the reception of global time, e.g. GPS or DCF77. This feature ensures consistent time at all sites. In case of an external time system failure, the internal clock of the realtime server will keep up synchronized system time.
Utilities still suffer from data and productivity islands. Having (almost) all applications purchased, does not increase the productivity and the information flow. Point to point integration only increases complexity. Legacy systems have to be migrated stepwise. Utilities are seeking for integrators, that do have the utility know how as well as the integration know how.

In their efforts to offer customers an even more efficient and economical power supply, the Speyer municipal utilities are backing a new network control center based on Spectrum PowerCC Distribution Management for the common and uniform control of the sectors power, gas, water and district heating. The new control center shall be operable by just a pared-down workforce from the previous sectors. It will be only ever manned in exceptional circumstances and during faults, by people of varying levels of qualification who should be able to oversee the relevant network from their homes so that, if called on , they could drive straight to the fault location. About CAISO: The California ISO is a not-for-profit public benefit corporation charged with managing the flow of electricity along California's open-market wholesale power grid.
