Spectrum PowerCC GM provides generation companies with long-term forecasting and planning of generation resources, proper scheduling of energy production and ancillary services, monitoring, controlling, and energy accounting. The business process comprises preparation, negotiation, operation and accounting, as shown at the figure below.
The planning tasks are supported by accurate short, medium and long term forecast tools. Hydrothermal coordination and thermal unit commitment provide optimal scheduling of forecasted demand over the available generators. A suite of power applications, comprising AGC, Reserve Monitor and Economic Dispatch, run the available generators in realtime and with as few load changes as possible.
Spectrum PowerCC GM includes a powerful and responsive SCADA system to acquire and interact with turbines, field devices and generators. The preferred transmission protocol of data acquisition is the IEC 60870-5-101/104 protocol, however many more are available. Real time data may also be acquired from other control centers via a realtime ICCP link (IEC 60870-6). The operator views, monitors and controls the network, power plants and substations via a clear graphical overview and detailed diagrams. Dynamic topological coloring helps the operator to safely control field devices and transmit setpoints to generating units.
A subset or all data will be stored in the Historical Information System HIS for energy accounting purposes. HIS provides for statistical calculations (min, max, average, integral) over multiple time periods and provides for contract based calculations. Ancillary services fees are accounted as well as the paid transmission fees.
The powerful Information Model Manager (IMM) is the engineering tool used to import, edit and maintain data. Diagrams are created by the IMM Graphics Designer (figure on the right). The graphics designer provides a primitive graphics database, templates of all standard devices, 32 overlay panes, links from presentation object to real-time objects and the familiar MS look & feel. Network topology will be automatically derived from the graphic design. The 'smart copy' function allows adding of devices, feeders and complete substations in seconds.

The California ISO is a not-for-profit public benefit corporation charged with managing the flow of electricity along California's open-market wholesale power grid. The mission of the California ISO is to safeguard the reliable delivery of electricity, and ensure equal access to a 25,000 circuit miles of 'electron highway'. As the impartial operator of the wholesale power grid in the state, the California ISO conducts a small portion of the bulk power markets. These markets are used to allocate space on the transmission lines, maintain operating reserves and match supply with demand in real time.
Siemens was selected by California ISO to provide an Energy Market Management System and Services for the Day-Ahead Integrated Forward Market and Real-Time Market Operations. The California ISO decision to implement the Siemens solution is a result of a thorough evaluation of the Energy Market Management (EMM) technology and Siemens' capability to provide a superior solution for the implementation of California ISO Market Design 2002 project.
At the core of the Siemens' software solution selected by the California ISO are the Mixed Integer Programming based Security Constrained Unit Commitment (SCUC) and the Security Constrained Dynamic Dispatch (SCDD) Components. Included is also the Siemens' compliant Information Model Manager to build and maintain the California ISO Transmission Network Model in support of market operations. Siemens' EMM optimally solves the centralized energy and ancillary services market claering with simultaneous transmission congestion management.
The contracted solution is unique in its modular design and open architecture, fully implemented on industry standart Oracle RDBMS, using secure Web user interfaces and contained within an enterprise application integration framework based on industry standart XML enabled message bus middleware. This advanced software architecture ensures the long-term protection of the California ISO investment in software systems, and will provide for maximum flexibility in adapting to potential future market design changes.
